  • ...HEAVY RAIN AND FLOODING POSSIBLE THIS AFTERNOON...
    A MOISTURE RICH AREA OF LOW PRESSURE WILL MOVE THROUGH NEW YORK
    THIS AFTERNOON AND BRING A PERIOD OF HEAVY PRECIPITATION. RAIN
    WILL FALL THROUGH THE AFTERNOON HOURS...AND BE HEAVY AT TIMES
    BEFORE CHANGING BACK TO SNOW BY LATE AFTERNOON. RAINFALL AMOUNTS
    OF UP TO 1.5 INCHES ARE POSSIBLE.
    RISING WATER LEVELS ON CREEKS AND RIVERS MAY RESULT IN THE
    BREAKUP OF ICE THAT DEVELOPED FOLLOWING THE BITTERLY COLD
    TEMPERATURES LAST WEEKEND. THIS HAS THE POTENTIAL TO PRODUCE A
    FEW ICE JAMS.
    ...FLOOD WATCH REMAINS IN EFFECT UNTIL 10 PM EST THIS EVENING...
    THE FLOOD WATCH CONTINUES FOR
    * A PORTION OF CENTRAL NEW YORK...INCLUDING THE FOLLOWING
    COUNTIES. JEFFERSON...LEWIS...NORTHERN CAYUGA...AND OSWEGO.
    * UNTIL 10 PM EST THIS EVENING.
    * HEAVY RAIN WILL CONTINUE THROUGH LATE AFTERNOON BEFORE CHANGING
    BACK TO SNOW. RAINFALL AMOUNTS OF AROUND 1.5 ARE POSSIBLE.
    * EXCESSIVE RUNOFF FROM HEAVY RAIN AND SOME SNOW MELT MAY RESULT
    IN FLOODING IN LOW LYING AND POOR DRAINAGE AREAS. SMALL CREEKS
    MAY ALSO SEE SIGNIFICANT RISES. THE RISING WATER ON CREEKS AND
    RIVERS MAY ALLOW ICE TO BREAKUP...INCREASING THE POTENTIAL FOR
    A FEW ICE JAMS.

    CHEMUNG...MADISON...NORTHERN ONEIDA...ONONDAGA...SCHUYLER...
    ...SENECA...SOUTHERN CAYUGA...SOUTHERN ONEIDA...STEUBEN...
    TOMPKINS AND YATES.
    * UNTIL NOON EDT TODAY
    * RAIN WILL CONTINUE THIS MORNING...THEN DIMINISH AROUND MIDDAY.
    * INCLUDING WHAT FELL YESTERDAY...RAINFALL TOTALS IN THIS AREA SO
    FAR HAVE GENERALLY BEEN IN THE 3 TO 4 INCH RANGE WITH LOCALLY
    HIGHER AMOUNTS. WHILE THE HEAVIEST RAIN HAS MOVED OUT ONE
    ADDITIONAL BATCH WILL MOVE THROUGH DURING THE LATTER PART OF
    THIS MORNING. AMOUNTS WILL BE MOSTLY A QUARTER INCH OR LESS
    HOWEVER RIVERS HAVE BEEN RISING FAIRLY SHARPLY SO MINOR FLOODING
    MAINLY NEAR HEADWATER POINTS WILL STILL BE POSSIBLE.
